Inside Door Handle Jammed

The passenger side inside door handle in my 63 Dart is jammed. It opens fine from the outside. I've tried hitting it with PB Blaster, but no luck. Is it possible that there is a problem inside of the door, or is it probably just rusted up?

If the door panel is off you should be able to see the latch rod from the handle to the latch. If the handle will not rotate, that's the first thing to fix. If it is rotating, check that the link rod has not fallen or gotten caught up on something. If the outside handle works you know the latch itself is free and working.

The handle itself doesn't rotate. The rod seems fine as well.
