License plate number and owner!

Since I live in Sweden I don't have any knowledge about license plate number and who is the owner.

In a magazine I found a car I'm searching. I can clearly see the license plate. Would it be possible to find out where this car is today? I guess the VIN# would follow the car.

Any help is gladly appriciated.

You used to be able to search for an owner by the license plate number, but that was made illegal years ago.
Police officers can even get in trouble for just looking for a car owner for no legal reason.
(Though there is an add that appeared under my post that says they can do it. I'm sceptical)

In the US states do it differently some states when you sell the car the plates go with the car, in other states the plates go with the owner, so when you sell a car, the plates stay with the old owner.
