Do I need this part for my right angle oil filter, adapter on my small block ?

no.
But the 90* item requires gaskets in three places;
one under the bolt-head, and
two between the adapter and the block;
One on the outer diameter, and another on the inner. Sometimes this gasket comes as a one-piece.

what you have here in that picture are the two options

you either use the right angle, or the plate with the arrow on it
(you dont have the nipple in the picture that is used to bolt the plate on, but it is the same nipple that should be screwed into the adapter allready, where the filter goes)

some people dont seem to be able to get the right angle to fit without it leaking
in my experience, the trick to not get it to leak is to hold it with a crescent wrench while torquing down the hollow bolt

that keeps it from twisting and breaking the gasket

I always toss the fiber washer and use a big copper flat washer between the head of the bolt and the body of the 90 degree adapter.

On mine with Hedmans I was able to use the straight one with a 51068 filter. Juz' sayin, "help" is NEVER a good thread title.
