Might need someone to look at a truck I'm considering around Grant's pass

As title says. Looking at a couple of late 80s D/W 250s that are for sale out that way.
Can't find any clean ones out here in the rust belt.
From what I saw in the map the w250 is a little north of there (center/central point) and the D250 is a lil south of there both apparently right off of I 5.
Both are former Forest service trucks by coincidence.

Also I have a question (or a few) about Oregon license and title deals.
The guy with the W250 (4wd) said something about paperwork to file for lost title that's good to another Oregon resident to do an in state transfer but NFG to anyone outside of Oregon. I'm not familiar with the quirks of Oregon.
I'm interested in the truck but not if I can't register it back here (Illinois). He gave me a sob story of life issues that kept him from just transferring it into his own name. What's involved in that, is it difficult, how much would that cost? He seemed to think that if he did so then it would be less problem for me on this end
If I can't get some sort of paper where I can title it here that truck is worthless to me.
I'm hoping some how it can be made straight before I made an offer to buy it....

The D250 (2wd) is a utility bed, stick shift truck that supposedly had a different engine put in by a past owner, unknown miles on this engine, my concern there would be a haphazard "rig" job or not. He says it should make the drive out here fine with a couple of things I forget, but they seemed minor.
With either one is be interested in which GVW was listed on the door jamb.....
1. Anyone out there that can lay eyes on either of them for me? (I could send you some $$ to do so) And
2. How complicated is license and title crap in Oregon?
I can deal with mechanical stuff no problem, I'm mainly interested in whether any issues found are serious enough to have to either deal with on site before I headed out or serious enough that "it won't make it"... I would bring basic stuff with me for roadside issues, and wouldn't mind doing basic maintenance like a starter alternator belts hoses, water pump, maybe slap a set of brakes on (hopefully not all of that haha)
But my main concern would be straightness and rust free ness.. (is that a word)
And possibly a driveway to use for an afternoon as a place to check a truck out and maybe do some minor work before heading back...
Possibly too much to ask.
Let me know "that" too if that's the case.
 
The guy in center point with the w250 said that it had 3 great (new?) tires and 1 "bad".
Maybe the location of a pick n pull nearby where i could pick up a couple of mounted spares to toss in the bed for the ride home?
Also that it will be needing exhaust but not to what extent. If it was obnoxious enough to not be able to stand it for the ride home "and then deal with" once here, recommendations for a good exhaust shop that could either fix it or replace it reasonably would also be appreciated. (I can't bend pipe alongside the road haha)
