slightly screwed up 67 gt bought at estate auction for 1800.00

recently bought a 67 gt dart at an estate auction for 1800.00 it has the 67 vin in door jamb build numbers on radiator support and trunk rail all right with the title.however it has a 69 dash frame with a 69 340 swinger vin affixed to it also the 69 fender tag it has 69 front fenders and grill and a gt hood iguess previous owner was building a clone so how do I remove the 69 vin tag without removeing the windshield which has new rubber.if I get the vin tag off everything should be legal right

has title with correct 67 gt vin in door jamb radiator support and trunk#s are right however it has a dashframe with attached vin and a fender tag for a 69 340 swinger.also has 69 fenders grill and a gt hood so how do I remove the 69 vin without taking out the windshield which has new rubber bought the car at an estate auction for 1800.00 guess it was a clone in progress.going to be moving it this weekend

Would think you could reach the rivets from under the dash and grind them off
