I think your right on it's for leather work of some kind but would be nice to figure it out.I had a old retired wood worker look at it yesterday and just scratch his head?

See posts 13 and 14 above. It is for punching holes in leather goods so they can be laced together. It belonged to my Grandfather. I still have the wallet he helped me make as a kid.If nothing really moves, could be some sort of soldering tool
