Need a Battery charger

A computer power supply should have both 5 and 12v connections.

...and you might find one laying on the side of the road.
 
In my opinion you're looking for two separate pieces of equipment, as something intended to be used for starters, for example (high amps) would be completely overkill for lights, dash circuits, etc. And a 12 VDC power supply like the ones shown here (I have a couple of them as well, and they serve their purpose) sure as heck isn't going to spin-up a starter. Or at least not over and over and over again....
 
I need s 12 volt charger to test lights, starters and other electrical parts. Problem with this new crap is they aren't set up to put out 12 volts . The old ones used to spark when you touched the leads together. New ones I found won't charge a dead battery. What do I need to look for ?
Why not just keep a "HOT" battery on the work bench? I have a converter 115 AC to 12 volt DC, as a cigarette lighter plug in. Can be used as you need. Do not remember where I got it, but I had two and sold one years ago.
