Need Dart swinger info on trans

I have a 74 Dart swinger with a 318 and 904 trans. Had vibration problems since and "before" the new motor was installed. Motor is original and now new but this still vibrates at 3-4 k just sitting in park. Put the right h/balancer new and had the torque converter spun and check. The guy said it was 40 grams off and put another weight near the one that was on there and took some of the vibration away but still shakes the steering wheel when I rev it up. Been told on here that "no weights" should be present on the TC but there was one on there and the trans shop added another one to zero it out. Where would I go where a specialist could find out if this TC is the problem? The guy who built my motor swears it is the TC. The builder has done motors for years so I don't think that's the problem. Is there a way to know for sure if the TC is the culprit? I have done EVERYTHING to make this vibration go away but it remains. Is there a POSITIVE way to find out if it's the TC or not?
 
318s are internally balanced engines..there should be no weights on the torque converter...and it should have a neutral balanced flexplate...meaning no weights or offsets on the flexplate.

the front balancer/damper should have no offset weights on it also...

Anyone know a shop in the san diego or orange county area that can do a check on this to make sre the right stuff is on it?
 
Swap the converter and/or flexplate to known good units for an internally balanced engine.
