Need Help! Dart Steering Column Assy

I'm assembling my steering column and have these bolt that are partly threaded. I think I have figured out where they go, but they appear to have no purpose. The nut doesn't tighten all the way and they just flop around. Does anyone have any ideas what these are for?

they hold the head onto the lower column, while the middle portion floats. the square heads fit into slots in the lower assembly.....you tilt them slightly and tighten them up. As they tighten, the bolt heads seat into the slots.

just got done re-building Hemimarks 68 Barracuda column
 
concur -- they lock into place to hold that assembly together- look closely at your column collars & you will see , Lawrence
 
Wow I have looked at this all day and it never dawned on me until I saw your replies. A million thanks, now I can finish the column.
