I was wondering if it’s safe to bolt the axles in and lower the car down onto its wheels without the third member in? This is just to set it back on the ground. Not to move it or anything.

No issues. I have been moving around my 68 Dart with no third member in it for years. Eventually the bearing will be replaced and I put a pipe between the two axles to keep them from hitting the splines.

Just any kind of pipe that fits over the axles to keep them from getting crooked and eating the bearings and seals. Use a piece as long as possible; maybe two feet long, and drill a hole in the middle to run a bolt thru after it's installed so it doesn't get slid over off center onto one axle further.
