The short answer is no. Back in the day, there were more upholstery shops that would recover sections of vinyl seats where they would wear, i.e., where you sit. My guess is that is what happened to those seats.
It looks like Velour. Not factory I don't believe.

I had a 4 door ‘75 Dart with a tan velour factory seats in it.
Valiant Brougham and Dart SE could have velour buckets, even in four door cars.
IIRC they were only in limited colors- burgundy, tan, green come to mind.
Can't see enough of the stitching and fit and finish to judge if the "herring bone" looks like a factory job.
90% of the time you can tell an upholstery shop's work unless it's a mega buck shop and even then sometimes you can.
