what is the OEM part numbers for the positive and negative battery cables for a 1970 340 Duster.

You can make one yourself.

Go to Napa and get a 48" red top post battery cable with one offshoot.

then get some 10 ga wire and hook that up for the smaller wire from the starter to the starter relay.

Then make another wire from the small offshoot from the battery terminal to the other post on the starter relay.

Now you have a functional positive cable for under $30...

If you want to get fancy, carefully remove the heat shield and grommet from the old cable and install it on the new one in the same place.

We used the 45" one, but it could use a few more inches for better routing/fit.

Here's where I installed the heat shield and grommet.

I will put the fittings for the starter relay on when I get the engine compartment to that stage... That way they will be fit properly....

About a year ago I went to the Dodge dealer and I was surprised they still sold the original positive cable and the part number was still active (Sorry I don't know what the part number is). Evidently they used that same cable all the way up into the 2000's on trucks and vans. Go figure.
