Are both the inner and outer wheelhouses connected to the rocker panel, 72 Scamp

Yes. They weld to the back of the inner and outer rocker panel. The outer wheel house tucks INSIDE all of the inner structure of the quarter panel. I have a lot of photos but would need to dig them up.
