On a 69 Valiant 2 door, what holds the rear package tray in place, is it just the rear seat back?

On a 69 Valiant 2 door, what holds the rear package tray in place, is it just the rear seat back?

On my Scamp it just rests under the window seal and more or less pushed back by the seat.

There are 2 push pins that hold it down one on each side outside of the speaker holes...
