play in steering wheel

So i've got about 10 or so ( maybe up to 30 even) degrees of play in my steering wheel before real steering occurs. Is this normal?

I think it will steer a little within that play area but its loose. Should i be concerned??
(steers fine otherwise, so it really hasnt bothered me, just wondering if this is normal or if something is worn)

btw I've got no power steering, line and belt have been removed.

.............So ur running p/s box with no assist........then its normal...........u can set it up some, but u wont get all the play out....use the fsm......kim.......
