Power Steering Woes

My barracuda's steering is acting up. I just got it running recently and the power assist is not there at an idle, but when driving it seems to be ok. Is this a sign of a bad pump or is there an adjustment on the steering box? When I took it apart 3 years ago it worked fine.
The Federal pumps are hard to find and expensive, so I want to make sure before I throw money at it

if it's full of fluid and not full of foam it probably is a weak pump. There is a pressure relief valve but its not servicable.
