On a 65 dart - 270 - 273 Hi Po -- 4 speed -- Should the panel below the rear bumper have a cut out, where the single tail pipe exited -- OR -- On this model, did the dual exhausts com all the way back, with 2 tail pipes ?

No dual exhaust ever. Cut out valance only if it was built with a Hp 273 under the hood.
