Radio delete car???

Working on a 68 notch back and kinda confused on antena placement. Quater panels have been replaced on the car and there is a an antena in the passenger side now. Front fender has no hole for antena and I think it is the origianl but not 100% positve. There is a correct thumb wheel radio in the car but half hazardly installed. Was this maybe a radio delete car and one of the previous owners installed the antena in the wrong spot (quater panel)??? If it is the original fender do they all have hole for an antena??? If it's an replacment fender do they all have holes in them for antena???
