Rally bezel fitment issues

Purchased a new '71 style rally bezel from PG Classic. It didn't line up on the housing all that well. The bezel needed to shift up about an 1/8". This made the headlight and wiper switches off center along with the lower mounting holes. The gauges also weren't quite centered in the lenses. I was able to cut the lower lip off of the housing and get the bezel to shift into place.

Is there any difference in the housings (different years) that would cause the bezel to not line up just right? I know there were 2 different climate control mounting configurations but anything to cause a bezel to fit differentely? I figure its just an issue with the reprop bezel but figured I would ask.
 
I know in 1970 they changed the flasher switch to on the column but that shouldn't affect what you are doing.
