A lot going on in that picture..food and a free ride.
My money says that small bird is harassing the eagle/hawk to drive it away.
That happens.
In fact just last week I saw a blue jay harassing a large red hawk in my back yard.
The hawk was close to the jay's nest, possibly eating the young, and the jay was dive bombing it.
The hawk looked unconcerned but did eventually leave, and the jay went after it, all the way across the yard and into the neighbor's tree.
