Rear Flex line Seating into Brass Block

I am putting together the rear flex line in to the brass tee that attaches on top of the axle housing. The flex line does not seat all the way into the tee. Should it?

I've attached pictures of the new setup and the old set up and neither one appear to seat into the brass tee. The new flex line came with two copper washers but since the line does not seat the gasket are useless.

What am I doing wrong?

Look inside; it has flares that seat. The shoulder never seats.

I appears the flares do seat. I wonder what the copper washers are use for?

On some blocks, the fluid enters thru a banjo fitting., washers there.
