Registering a vehicle in Wisconsin

Hey, I've been looking a new car what with gas prices going through the roof. I've decided to sell my caprice and go for the most fuel efficient vehicle made. A diesel Jetta from 2000-06 with a :burnout: transmission. The one I'm looking at doesn't have any emissions stuff on it and is cheaper than most of the other ones I've looked at. So my question is, do I need to worry about emissions testing for it? I've looked at the DOT emissions website and from what I see it would be exempt initially but since the car is from Ill, it looks like it has to be checked at least once. So I don't know which to believe. Can anyone help me on this?
 
Part of it depends on your county since different counties have different emissions requirements. When I had a question I was unsure about, I just called and asked. In the county I'm in, anything 1996 (I think it's '96, close to that) needs to be tested bi-annually.
