What all has to be done to remove the dash cluster in a '68 Dart? Do I have to drop the steering column?

Yes. Almost all A body clusters you have to drop the steering column. On a
standard cluster remove the 6 screws and the speedo cable. Pull out slightly
and remove the wiring.
