Repairing blown hole in console

Nothing on this car is healthy.
In the past someone tried to attach the console to the rear hole on the transmission clip and blew out the bottom side and also damaged the hole.
What’s the best way of repairing this? I don’t think I can clamp the damaged area tight enough to bring everything together to glue it.
I thought I should remove the bottom damaged area that’s damaged and then expoxy a thin fender washer to the inside of the compartment and also add a small washer to fill the underside of damaged area to strengthen it as I’m sure using just epoxy won’t be as strong as the original setup.
Your thoughts??

Use fiberglass to repair it.

Also use a washer and fiberglass it in place where the hole is for strength.
 
Should I use a washer on top or at the bottom before I add fibreglass?
Bottom.

Fiberglass it over and then redrill the hole through it.

The inside can then be refinished to look stock,
