You could take the cable apart and lube it. I think it uses graphite for lube.

Maybe the speedo itself was just sort of gummed-up from not being used for a long time. Anything is possible with these antique cars!
 
I've tried to explain before how tire diameter can change with pressure and wheel width...but some folks just don't get it.
 
Perhaps when you disturbed the cable and put it back on, it picked up a slight bind which would keep it from turning as it should. I had similar issues when I replaced my speedo cable. The bouncing under 10 was probably the cable binding and release, bind and release. Anywho, glad ya got it.

That's sounds like a good possibility on why it wasn't accurate. Just glad it's working now...
