Replacing Torsion bars. Do I need clips and boots?

That depends if you get the old boots off without ripping them. But there cheap a new set could be cheap insurance
 
Make certain the springs are not sprung or unsprung and not all rusted up and they should be good to reuse Make certain they are seated in the groove before you walk away from em. Dab some grease in the socket when your done so as to prevent premature rusting. Good luck.

yea, id get new ones. i like the urethane boots, gotta get them soft in boiling water, then spray em with silicon spray and they should slip on the new torsion bars. :)
 
Just cleaned mine up and reused them, the origional owners kept the car super clean and garaged.
