to what extreme of rust can a rust converter be used on and actually work if sealed with paint.

Just scrape off any loose or built-up rust. You can use a wire wheel/brush, sandpaper, etc.

I have some surface rust on the inside roof of the wagon, there is also old adhesive on there. Do I have to scrape/sand/grind all the grooves and under the braces, or can I convert it or seal it with por15 or something? Same thing under the hood.

All of the products I have seen recommend removing loose, flaky rust from the steel before application of the product. This is probably to ensure that the chemical gets below to all rusted surfaces.
