rust removal

I have removed the exhaust and need to clean up underneath the car. Lots of rust but only a couple of rust through holes. What could I spray the would help? I have something from Harbor Freight but it says to dip, not to spray it on. I can remove and dip some things, but not the entire car. Once the rust is gone what should I use to protect the body and chassis parts from rusting again?

Im sure you will get a lot of opinions and ideas here. I have had luck with OSPHO and it is an inexpensive alternative that can be sprayed on neutralizing rust.
 
Thanks, where would I find OSPHO? I would like to get started soon.
 
I got mine @ ACE Hardware ($11 qt) but google it...Im sure there are other sources.

NOTE: this stuff goes a long way.... you will use 1/2 as much as you think you would. I did my whole inside floorboard area with less than 1/2 qt!
