Rusted roof

We have a 71 Plymouth Scamp. Vinyl top. You can tell theres lots of rust under it. After we remove the vinyl top any thoughts on roof metal repair? We're gonna put a new vinyl top onit. Concern is its rusted through in a lot of places
 
I bought a vinyl roof 69 Charger in 87 and the roof was trash with lot's of holes. Did a quick sandblasting and smeared Tiger Hair all over it, smoothed it out, primed it and did a quickie roof re-paint. Other than sand coming through the headliner occasionally, that quickie fix (done in a weekend) lasted until I ended up parting the car out in 96. It was my daily driver, rain, snow, whatever the weather was. It never leaked and was the best looking part of the car. The rust finally got to the rest of it! It wasn't the best solution, but at the time, was the only thing I could do.
 
Uh, sheet metal repair (make patch panels) or replace the whole roof panel. As stated earlier in the thread, remove the headliner first
 
If the car is nice otherwise fix it right the first time so you don't have to do it twice.

If there are hole now the metal around those holes is already thin and weak too.

As said before pictures will help.
