I'm sure plenty of people have done this, but what needs to be done to convert a 1971 scamp nose to a 1971 dart nose , I know the hood, fenders, grill and bumper needs to be changed but is it a direct swap or do I need anything else?

I put a 70 Dart nose on my 73 Scamp. Just need the front clip. Direct bolt on. You will also need bumper brackets.

As already stated, you just need all the body parts that unbolt ahead of the doors (easy! 
).
So fenders, hood, hood latch panel, bumper, bumper brackets, grille and headlight surrounds, and in the case of a '71 the lower front valance as well. '71 to '71 will be all bolt on since you don't have any shock mounted bumper stuff to mess with like if you're doing a 74+ swap to a '73 down front clip.
My Duster is a sport body, but, same idea. Duster/Valiant/Scamp front end to '71 Dart
