my 74 dart is missing the passenger side seatbelt. What years could I look for to try and find one at the local junkyard?

Nope..74,75 and 76 are the years that interchange.

I thought there was a retractor change for 75-6?

Far as I know, that change started in 74. 73 is a completely different animal.
