should my lights be on?

havin a problem with my front turn signal lights on my 70 they are turning on when i use the turn signal lever but shouldnt they come on when i turn the lights on i cleaned the ground that mounts to the radiator support and now they flash when supose too but it appears weak kinda like a weak ground is there somewhere else i should be looking
