72 dart 318/904. Replaced speedo. cable a few years ago(less than 1000,miles). Odometer(miles driven) works good.Speedometer needle bounces around while moving. Driving from shop to house(50ft) it reads 50-60 mph. Car is going less than 10 mph. Does it sound like the head is bad? or thoughs? Cable is tight to head and trans.
 
Yes, head. These can be repaired and calibrated at a speedo shop. With a good head then we can check for bad cable.

Sometimes it's the inside-cable, binding and loosing. Could be a too-sharp bend. Could be water got in and it's rusty inside. Could be the plastic speed-O gear in the tailhouse.
Remove the cable from the trans, straighten it out as best as you can, then drive it with a variable-speed drill. I think you gotta run the drill in reverse, not sure.
I assume that you know about clocking the gear-carrier
 
If you look at the speedo attachment where the cable inserts in the back,there is a brass bushing.
Lube that bushing well. SOMETIMES that will have the needle return to normal.
This works 8 out of 10 times in most cases.
