Steering wheel ID

I have a problem no horn and I don't know what this steering wheel came off of. It's currently on my 71 Swinger. Can you ID it and tell me what I need to make the horn work ?

It looks like a rim blow but the blow is missing around the inside rim of the wheel and the horn button bezel is wrong. What is that hanging out of the center of the wheel?

The wire that goes to a horn. Which I don't have.

if you look on the back side of the center spoke youll see where the horn switch wire attaches to the rim blow switch (which on your wheel is pretty torn up) missing the center cap as well found on LOTS of 71 a bodies too

Unfortunately I don't think so
