Probably to keep the rain out of the pipes, while be stored outside.
 
I would like to see it up close. A few things interest me.
1. It doesnt look like the body is just stacked on some other frame.
2. The lift is in the leaf springs, not blocks.
3. The header tubes are evenly spaced, so either it's a hemi or not mopar powered.
 
Give me ten minutes at the wheel & a mud bog & I could hide the ugly paint.

One thing, look at the arch he's got into those springs. That thing can NOT possibly be stable.

oh i'm just shooting in the dark and ventured a guess...i know alot of old street rods ride on S10 frames....someone who would do this probably wasn't a die hard mopar guy who wanted to only do it on a dodge pickup frame..lol....but ya, hard telling what it is...and you are correct is looks very wobbley!
