You have somehow selected the alerts from a subscribed news source. Turn them off. It's probably under 'settings' then look for alerts from that app.
Then you can check the news when (or if) you want.
It's a built in apple news app

It may have come with the phone, but you can delete or modify it. I have an iPhone 5s and I shut that crap off. ANY app can be deleted or modified.

Go to settings, find the App on the list, open it, go under notifications and turn off the notifications. Also turn off background app refresh setting. It uses data when you aren't even looking at the app.
