Studs ver Bolts

I have never installed studs in motor before so I have no exp.
Motor I have has studs everywhere in motor.
I am changing oil pump and have loose studs from pump mounting.

Question is this : do I put studs in finger tight and then torque nuts, or should I put Loc tight on threads ?
Engine builder put in motor finger tight, but I wanted some opinions.

If you lock tite torque nuts before it sets. ARP says.

unless your threads are square bottom tapped do not screw in the studs too tight
the thread wedge can crack anything
I've dropped bbs in the holes to keep the studs from bottoming out
if you do use loctite you can torque, let the locktite harden then take the nuts off and keep on building
