Surf's up

so for some reason I had to pick up another 1959-1960 surf skimmer, but the new one has been sitting (inside) for years.
I gave the rope a tug and the motor is free..kinda. it did move but it didn't want too.

so here is the Question I'm sure they both have low hours after all this is Minnesota not quite the capital of surfing.

the motor is a Chrysler industrial 2 cycle, just started too look for parts seal kit etc.

does any one here have any experience with these motors.
