Title question any Wisconsin guys here?

I'm looking at a camper that's for sale there.
I went and checked it out a couple of hours ago.
Wife and I are debating whether to or not to go for it.
Story is it's at a storage unit yard. Nobody has paid storage on it in at least 3 years and they're wanting to sell.
The problem is with a title. Being that i am gonna be bringing it back to IL (the most anal retentive state there is, regarding being able to register something that needs a title, without one)
The rental yard owner has started the process of getting a mechanic lien or whatever it is, to get title so he can legally sell it.
It's got a plate on it, expired in 2016.
That's probably the biggest stumbling block to us going for it.
How easy is Wisconsin to deal with, on this sort of thing? We talked about me leaving a deposit
And then paying the rest when he gets the title but I haven't done it yet. Is this easy there or is it a list cause?

If it was me I wouldn't do anything until he can come up with a title. He apparently hasn't gotten his mechanic lien yet.
 
I havent done anything but go look at it. and ask questions.

It's not bad at all as long as you have your ducks in a row
 
Seller claims it's been on process since June.
 
Not going to be much help for your question but I’ve had pretty good luck with the dmv over the last ten years. Was selling a car and couldn’t find the title. Got online Friday morning requesting a replacement and it was in my mailbox Monday afternoon. The website is pretty good. Go online and see what you can find out, or get on the horn and talk to someone.

If you really want this, I would suggest leaving a "refundable" deposit, with the condition that the deposit is refunded if you don't have a "good" title by a mutually agreed on date. Once the storage unit company has a "good" title there should be no problem.
Be careful buying an RV that has been sitting. They really go bad in a hurry if not being used.
 
If they have a legitimate business with license and all that, getting a mechanic lien title shouldn't be an issue at all.
