Is the TCI 11" breakaway convertor too much convertor for my application? Meaning to much stall. My 340 has a 9.7 to 1 compression ratio, melling 23-203 camshaft, 3:23's in the rear.

No , it won't have too much stall . Probably perform like a stock 318 converter with an inflated price tag. Personally, I wouldn't give a nickel for a Breakaway or any of the other entry level TCI converters. If you are on a really limited budget , just find a rebuilt factory high stall like a Daaco or something. If it was me, I would call one of the converter companies ,give them the specs on the car and intended use , get their recommendation and possibly have them build one. Only downside is waiting.

was I'm able to purchase it for $275.00
You’re asking about that converter and haven’t bought it yet? Or you’re asking about that converter and already bought it? IMO, no it won’t be too much. You might find it’s perfectly fine (depending on whether you have/haven’t experienced quality converters in use) and/or perhaps not enough as it’s really combo dependent.

I know you didn’t ask but there are better. I’d look at Hughes if you just can’t swing much more $$.

If it were me and whether its a running car or being put together and you’re wanting a excellent quality converter I’d wait, be patient save more money, you don’t need a custom converter, just get this:

Turbo Action #17801 11” S-800 (2800 stall)

Turbo Action Racing and Performance - Racing shifters, transmissions, converters, valve bodies, cheetah e-shift!

Turbo Action Street S-800 Series Torque Converter
