I was thinking 13" might be narrow enough.
My OE trunk mat has cracks all around where the wood panel had lifted the mat off the floor.

My setup to get flush:

That's the info I was looking for, 155 R14 will allow the cover to sit flush, and I wonder if these cars came from factory with that width spare tires. Thanks Dana and Matt for all that info.

These cars have always come with a matching spare, whatever was on the car was in the trunk.

Note also the load rating.
For example Coker Firestone 155/80R14 has Max Load 992 lbs
- that's load rating at max pressure? or 35 psi for p metric
6.95-14 has load rating of 1100 lbs at 26 psi and 1230 lbs at 32 psi.
