Okay, I tried to take socket apart, no go.
Spring, looking in from the bottom, not touching any wire. Straightened the wire ends a little, but they didn't look like they needed it. Anyway, now it is working like it is supposed to, for the time being, but I am not messing with it any more. If it ever acts up again, insulator will go back in, I don't put anything in the trunk anyway. Haven't driven the car since I bought it. Thank you all for trying to help!

I get that your over it but you should be able to remove the upper insulator that has the 2 terminals that contact the bulb.

With the insulator out the spring and wires will be exposed and you can see what's not insulating correctly.
 
I tried Dana, the top disc did not want to come out. I'm just tired of failing/messing with it, wondering why I wanted one and after paying $70. having this problem. Ought to just throw the whole damn works into the garbage can and chalk it up! It'll be fine. Let's do something else. Sorry.
