Ugh, more electrical problems

My DD is a 1984 Dodge ram, had my wipers on delay the other day when it was raining, Tried turning it off but now my "Off" position is apparently a "full speed" position. Any Idea what I have to replace to fix it?
 
If the other switch / speed positions still function the wiper govenor is bad.
