I believe a parking brake. Looks like those used on 60's era cars and some mobile homes.

That's the parking brake. Older cars and heavy duty applications use that. Some larger trucks still do.

I sent him a message tellin him it's no hemi, it's an RB motorhome engine. No response.

Doesn't surprise me. Those heads aren't even regular RB heads. Look close at the back of them. They are the ones with extra water ports running through them and the front end is a completely different setup than a car/light truck. Their garbage for performance
 
Way way back, 69-´70 or so, I remember this guy told he had a Ford Boss 429 and by his description it may have looked something like this… :)

A Boss 9 looks nothing like what's in the FB post. If he had a 429 with narrow valve covers it wasn't a Boss

There would be no doubt that it was a BOSS429. Engine bay SLAM fulla motor.
