Upper control arm bushing question.

I was just wondering what this steel sleeve is for on the backside of the bushing? It's only on the rear bushing on each control arm. I didn't see it at first and wondered why the bushing wouldn't press out. These control arms have never been touched so they are original. It's a 1970 swinger 340.

I pushed out bushings on the 73+ control arms before and never seen this sleeve.





 
Its just a clamp/spacer to keep the parts in their proper working positions.If you have them, reinstall them.I dont have them, and the parts stay put just fine.Your results may vary. Cheap insurance.
 
Thanks guys for the quick reply! I guess I will press them back on for the hell of it, since I've got them.

Maybe they thought the control arms would flex within the bushing shell under hard braking? That's my only thought on the idea behind them.
