Used Hooker #5204 are dented, why?

I picked these Hooker #5204 up recently, and just wondering why the dents are where they are?- anything I understand the scrapes you can't see on the underside and I have a plan to fix those, but where these dents are has me wondering if I leave them alone? thanx, crossy

The left one is probably steering box clearance and the passenger probably inner fender clearance

I know that, but I know how to fix right if they NEED to be there, before I have them coated- thanx, Crossy

Top pic would be for the right T bar clearance, and the bottom pic was starter.
Either that or they are just random dents, but the right side is dented right where the T bar crosses paths with it.

You could put them on and see, then take them off, fix it then have them coated.
