can someone please help me determine if the the following vin number was a factory power brake or manual brake car

You can't tell that from the VIN. Post a photo of the fender tag or broadcast sheet. It should be on that. Being a slant 6 car, it's not likely that it's power but anything could have been ordered that year. Power brake cars have an extra hole on the drivers side inner fender for a brace that went up to the booster. That hole can always be added but it's on more bit of evidence to which way it came.
