I getting ready to finish-out my 340 Duster and it was painted with Urethane almost a year ago, good paint job but does have a little orage peal. I was told the urethane is a really hard paint to sand if it has cured for a while. I was told to use 2000 grit and rinse the sandin block periodically with water joy soap mix.
Does anyone have advise/experience on how to sand it?

I would use finer paper/block that that. And I've never used the soap mixture. I've been painting cars for about 13 years and have never had any problems with in your case 3000-4000 grit and water. But be real careful. I'm just making a guess. It will be real hard to make judgment with out being right there, so I would try the 4000 and if it is not cutting it than go up to 3000 and ect. You might even want to get even finer. It really all depends on how bad the orange peel is. I've been known to use all the way as small as 6000. Or even just masking paper. You would probably not be able to use paper on that kind of paint though. I hope someone else will chime in here. It is alway's nice to get some other opinions when your dealing with this kind of thing.

2000 grit, keep it wet, a little soap helps, sand lightly, stop often, rinse and dry to check for progress. All you have to do is take the shine off.
Buff lightly, checking often and always do small areas. Start on lower body panels. That way if you mess up, it is not so visable and easier to touch up.

Is it base/clear? if it is you can start with 1500, then 2000, then 3000. If it's single stage you have to be more careful, is it metallic? if so, if you sand it, you will wreck the paint job, but if it's single stage no metallic use 2000 and be careful not to sand through.
