What are these wires? 1971 Dodge dart swinger. Both wires are hanging from left of steering column. Red wire has power with key on and on accessories . Yellow wire has constant power. Also, horn is not working. Not sure if it has anything to do with it or not.

Yellow could be the dome light ground leg switch circuit. To find out, twist the knob on the light switch to the left so the dome comes on. If so, that should kill the power on the yellow

The crimp on the red does look like a factory crimp. But the plastic cover is missing.
it is the yellow wire coming out of the steering column on the end of the plug. if you have power there than you could have bad wires, relay or neutral safety switch.

Also, the dome light works fine. Turns on and off with the light switch turned . Also dash lights dim with lights switch being turned.

That red does not look factory. Doesn't have a tang on it to "catch" on plastic cover and the insulation isn't under part of the connector. Trace it to where it goes.
The yellow as 67Dart273 mentioned is usually lighting.

That is not what I meant. Much of the yellow wiring is the grounding switch leg for the dome. In other words a yellow goes to a door switch, when the door is open, the switch grounds the yellow and activates the dome light. The same thing happens when you turn the dimmer knob on the light switch. One of the yellows goes to the grounding switch on the light switch.

Because you do not know what the yellow is, get your dome light on. IF THE unknown yellow is one of the dome switch legs, the voltage on that wire will go to near zero when the dome lights are activated, IF it is part of the switch leg wiring.
