What causes this.

Tonight I took my carbs and blower off. I tilted the carbs so the primary side was higher than the secondary side. When I did this gas flowed freely into the primary butterflies. I checked and did not touch the throttle to make it do this. Ijust flowed out by itself.

What would cause this?
